Investigation into Abu Dhabi GP reveals… nothing

"Human error" to blame as the findings of the analysis of the 2021 Abu Dhabi Grand Prix are presented to the World Motor Sport Council.

While claiming that race director, Michael Masi was responsible for the "human error" at the season finale, insisting that he acted in "good faith", the sport's governing body makes clear that the result stands and cannot be challenged.

A report was presented to the World Council in relation to the detailed analysis and clarification exercise that has been conducted in response to the events that took place at the 2021 FIA Formula 1 Abu Dhabi Grand Prix. The purpose of the detailed analysis and clarification exercise was to identify any lessons that can be learned from the events that took place and consider how best to provide clarity regarding the Formula 1 rules and regulations in order to preserve the competitive nature of the sport while ensuring the safety of both drivers and officials.

As part of the exercise, the Formula 1 Sporting Advisory Committee was instructed to consider the Formula 1 Sporting Regulations and key stakeholders were interviewed and consulted, including the Teams and Drivers, the Race Direction team, and the FIA staff supporting the race management team. The report sets out the findings, conclusions and recommendations arising from the detailed analysis and clarification exercise.

The report focused solely on the facts surrounding these events, and determined the following key points:

The safety car procedure was a central topic of discussion during the detailed analysis and clarification exercise, stemming from the application of this procedure at the 2021 Abu Dhabi GP, pursuant to Articles 48.12 and 48.13 of the Formula 1 Sporting Regulations.

The Race Director called the safety car back into the pit lane without it having completed an additional lap as required by the Formula 1 Sporting Regulations (Article 48.12).

It was apparent from the analysis that there could be different interpretations of Article 48.12 and Article 48.13 of the Formula 1 Sporting Regulations, and that this likely contributed to the applied procedure.

It was also considered that the decisions regarding the Safety Car at the end of the 2021 Abu Dhabi Grand Prix likely took into account previous discussions that made clear the Formula 1 Stakeholders (FIA, Formula 1, Teams and Drivers) preference to end races under green flag racing conditions, rather than behind a safety car, when safe to do so.

In combination with the objective to finish under green flag racing conditions applied throughout the 2021 season, the report finds that the Race Director was acting in good faith and to the best of his knowledge given the difficult circumstances, particularly acknowledging the significant time constraints for decisions to be made and the immense pressure being applied by the teams.

The results of the 2021 Abu Dhabi Grand Prix and the FIA Formula One World Championship are valid, final and cannot now be changed. In accordance with the rules, Mercedes made a protest to the stewards after the race, seeking to change the race classification. The stewards dismissed the protest and Mercedes then had an opportunity to appeal that decision to the FIA International Court of Appeal, but did not do so. There are no other available mechanisms in the rules for amending the race classification.

The process of identifying lapped cars has up until now been a manual one and human error lead to the fact that not all cars were allowed to un-lap themselves. Due to the fact that manual interventions generally carry a higher risk of human error, software has been developed that will, from now on, automate the communication of the list of cars that must un-lap themselves. In addition, the 2022 Formula 1 Sporting Regulations have been recently updated to clarify that "all" and not "any" cars must be permitted to un-lap themselves.

This process of identifying lapped cars has been reviewed as part of the recommendations previously announced by the FIA President in his statement of 17 February 2022, which also includes the creation of FIA Remote Operations Centre, the integration of a new and extended team to run trackside operations as well as a review of the interactions between teams and Race Control during track running.

The WMSC unanimously endorsed the contents of this report and the FIA will continue in its work to implement the recommendations identified as soon as possible.

As for the timing... it took three months to reach this conclusion... b0ll0cks!

The timing was deliberate... bang in the middle of the season opening weekend, why they evnr did it just before qualifying.

Check out the new intro to the Sky F1 broadcasts... all featuring graphics as opposed to real race footage.

Christ almighty, the official F1 promo even gives the drivers a Terminator type reworking.

As I said, cars side-by-side, ominous music, sparks fly, the crowd roars, the cockpit camera catches the 'pedal to the metal' moment, a Red Bull and Mercedes cross the line... still side by side.

They're selling a dream... it's the dream they want you to believe... or rather those new fans won over by Netflix.

Fact is however, that many Sundays are 'yawnathons', the result decided at the first corner and then as the field settles down the strategists get to work.

But that, the reality, wouldn't look as good, so let's sell the dream.

Is it any wonder that when the opportunity came along to make that dream reality they grabbed it with both hands?"

For reasons that only he will know, Kenji is unable to get past the thought that any questioning of what happened that night in Abu Dhabi must be in favour of Mercedes or seven-time world champion, Lewis Hamilton.

From this particular person's point of view, questioning what happened that night was never about Mercedes or the seven-time world champion, it was about what happened to our sport.

Personally, I wouldn't have minded if the race ended behind the safety car, was re-run or simply declared null and void.

What left the bad taste in my mouth that night was the overwhelming feeling that the race had been manipulated - however, I am not using that as a direct quote from the seven-time world champion.

The FIA investigating the actions of one of its own people while he had jurisdiction over such a high profile event sanctioned by the FIA was never going to produce a negative result for said body.

Note that there are few references to names in the report, merely job titles, and, other than radio comms, no quotes.

The simple fact is that it was foolhardy to believe that a report was ever going to be issued which included a quote from Michael Masi along the lines of...

"as the field continued behind the safety car and the laps were counting down, I received a call from X representing Y - note, not a team or driver - calling on me to allow one lap of racing at the end and set it up so that the two title rivals were running together - the sort of scenario one sees in all the promotional clips for F1 the broadcasters thoughtfully provide in order to boost the series* - I raised my objection to the instruction but I was overruled, indeed instructed to follow the order."

Again, assuming we can get past the premise that questioning what happened is not to benefit or in defence of Mercedes or the seven-time world champion, if we forget Max Verstappen and Red Bull the ones that benefitted most from what happened was F1 itself, or rather its stakeholders, which is not what would have been the case if the rules had been followed.

In my personal opinion, Michael Masi was a patsy, used by the sports powers-that-be - not Mercedes or the seven-time world champion - for their benefit. His career has been destroyed.

It would be good to think that there might be a book further down the line, but no doubt the lawyers have already had a word and possibly compensation paid.

* Re that line about... the sort of scenario one sees in all the promotional clips... just look at this year's promo, cars side by side through corner after corner, sparks flying, the crowd on its feet for lap after breathless lap... that's the dream they're selling, that's what they wanted for that one lap last December... and that's what they got."

"@mds167...Thank you for the response. The fact that Mercedes squibbed the appeal to CAS shows the weakness of their case, IMO. There are simply legions of fans globally who are looking for proof of 'manipulation' and/or a conspiracy and to date there is no evidence to support that supposition. Yes, Mercedes would've certainly questioned the 'value' of an appeal but they can't have it both ways. There is a report expressing what happened and the subsequent removal of Masi who the FIA were prepared to sacrifice in order to appease. Mercedes. That was wrong IMO and grossly unfair. A legal investigation by the court would've been the best way to proceed as then if there was any 'manipulation' it would've become public knowledge and remedies could have been implemented. As it is the 'hounds won't stop baying' until they get their mythical quarry...and so it goes on."

"@Kenji, IMO Mercedes thought that challenging the WDC title after it had been announced to the world that VER had won was a PR battle they would lose.
It would also damage their working relationship with the owners of F1, possibly to the point where they would no longer feel they could participate in the sport?
Was the withdrawn Merc appeal based on there being something 'dodgy' and the race 'manipilsted' as you put it, or that the rules hadn't been applied properly? "

"Surely those fans that refuse to accept the final report on the Abu Dhabi result should be questioning why Mercedes didn't follow through with their appeal to the CAS if they believed that there was something 'dodgy' based on one driver's allegation that the result was 'manipulated'. If that was found to be wrong then Mercedes and their 'agent' have brought the 'sport' into disrepute which is a serious offence. IMO there was no 'manipulation' therefore there was nothing indictable but I may well be wrong. Just show me the money."

"They might just as well been investigating how many Angels can dance on the head of a pin... It was obvious that the safety car rules weren't followed correctly, and chopping logic over the "meaning" of "any" rather than "all" does nothing to excuse or explain it. However, from the sheer financial/sponsorship/commercial problems that would have been caused by a late reversal of the result it was equally obvious that some desperate scheme had to be found to let the result stand and save the FIA's blushes.

The difficulties of organising gang-bangs in houses of ill-repute come to mind.
