At a meeting of the Technical Working Group yesterday (Saturday), the teams voted by a majority of 6-5 against a proposal whereby an engine freeze is the best method of curbing rising cornering speeds.
The proposal was put forward by Ferrari, and supported by Renault, Red Bull, Toro Rosso and Midland, however, the other six teams voted against.
In its attempts to reduce cornering speeds, and also as a clear part of its battle with the manufacturers, the FIA has said that it will invoke Article 7.5 of the Concorde Agreement, which allows it to make rapid changes to the sport's technical and sporting regulations on grounds of safety.
However, the manufacturers believe, as did Max Mosley originally, that speeds could be curbed by the introduction of a sole tyre supplier - which will happen next season - and a more 'conservative' choice of tyre.
In another vote, the teams rejected - by a majority of 7-4, a proposal whereby speeds were limited by the introduction of new aerodynamic rules.
